OWI (Operating While Intoxicated)

The OWI process begins by completing an OWI Assessment Appointment Form or calling (715) 369-2215 to make an appointment for an OWI assessment. This should be done within 72 hours of conviction. The initial assessment appointment will take an hour to an hour and a half to complete.

During the initial assessment appointment, using information gathered specific to each person and their circumstances, a Driver’s Safety Plan will be developed. The Driver’s Safety Plan may require education, counseling, or both. Biomarker testing (see below) may also be a part of the Driver’s Safety Plan. The length of time it takes to complete a Driver’s Safety Plan varies due to individual circumstances and needs. Failure to follow and complete ALL the requirements of a Driver Safety Plan will result in non-compliance with the program.

The initial appointment for the assessment is $250. This fee MUST be paid prior to or when scheduling the appointment. Payment can submitted online or by calling (715) 369-2215. Appointments can also be scheduled in person or by mail and paid for with cash, check, or money order at The Human Service Center, 705 E. Timber Drive, Rhinelander, WI 54501. If you are mailing in the payment, please remember to include your name, contact information, and indicate the payment is for an OWI Assessment. Following receipt of, and processing of payment, you will be contacted to schedule an appointment.

Additional charges may be assessed on a case-by-case basis for the following services:

• - Biomarker $89-150
• - Non-Compliance Fee $50
• - Amend or Extend a Drivers Safety Plan $75

You MUST call at least 24 hours before ANY scheduled appointment if you cannot attend a scheduled appointment. If you reschedule an appointment at least 24 hours before the scheduled date, there are no additional fees. However, if you do not reschedule and you fail to attend an appointment a late cancel/no show fee of $125 will be assessed. This additional $125 fee must be paid before another appointment can be scheduled.

Failure to attend scheduled appointments and pay the required fees will result in non-compliance with the program.
