Birth to 3 Program

The Birth to Three Program of Forest, Oneida, and Vilas counties is Wisconsin's early intervention program for infants and toddlers with developmental delays and disabilities.

How will the program help?

The goal of early intervention is to help a child learn and join in their communities. A child’s skills and abilities increase the sooner developmental delays are found. The services will provide caregivers with ideas to help their child learn and grow.

Who is Eligible?

  • Infants and toddlers ages birth to 36 months (3 years old).
  • Children are eligible with a delay of 25% or more in any area of the child’s development or if they have certain diagnosed disabilities.
  • Certain diagnoses, such as autism, Down syndrome, extreme prematurity (32 weeks or earlier), and any of the diagnosed conditions listed on Chart 1 of Diagnosed Conditions and Atypical Development Guidance document automatically qualify a child for the Birth to 3 program.
  • Services are based on the child’s needs.
  • Income and health insurance do not affect services or eligibility.

Services Provided

Services are based on the family’s goals for their child. Together with the family, the Birth to 3 team will develop an IFSP (Individualized Family Service Plan) and help decide:

  • How and where services are offered.
  • How often and how long your child receives services.

How much does it cost?

The Parental Cost Share to participate in the Birth to Three program ranges from $0-$1,800 per year, and varies based on family size, household income, and the number of children with a disability in the household. While each family situation is unique, over 90% of families participating in the Birth to Three program have no monthly fees.

What happens when my child turns 3?

The Early Intervention team will begin planning your child’s transition and will walk you through the necessary steps after your child turns 2. Often, children will transition from Birth to 3 into a school-based service through a local school district, but that is not the only option. Our staff will share other options with you and your family throughout this transitional time.
