Child Protective Services
The purpose of the investigation is to:
- Assess the safety of the children in the home.
- Identify the presence or absence of conditions in the home and behaviors, perceptions and attitudes of family members related to the risk of maltreatment.
- Assess whether the family needs services in order to change conditions related to the risk of maltreatment.
- Introduce the agency as a provider of help.
- Respond to the immediate needs of the family.
- If warranted, take action to control circumstances jeopardizing child safety.

If a report does not meet criteria for screening in an investigation, the CPS Unit can still respond to the reported concerns through what is called a Child Welfare Concern. Under a Child Welfare Concern, a worker will make contact with the family either by phone or in some circumstances in person, and work with the family in addressing the concerns and provide referrals for services or resources that could help benefit the children and family.

Foster Care
What is Foster Care?
Foster Care is temporary care for children who cannot live with their families because of safety concerns. When children cannot safely remain in their home, every effort will be made to place a child with a relative or like-kin caregiver. When this is not possible, the next preference is to place children in a nonrelative foster home.
Some of the primary responsibilities of a foster parent are:
- Provide a safe and nurturing environment.
- Promote normalcy and personal growth and improve well-being by including children in the family’s daily activities and allowing them to participate in everyday activities without agency barriers.
- Support contact between children and their birth families/caregivers; establish working relationships with birth families/caregivers to co-parent children, facilitate connection, and provide transportation to and from visits when possible.
- Advocate for the children in all applicable domains (identity formation, maintaining connections, school, medical/developmental/behavioral health, etc.)
- Communicate and work closely with your licensing professional and the family’s child welfare professional and team regarding progress and concerns.
- Arrange and take the children to medical and dental appointments
Minimum qualifications to become a foster parent include:
- You must be 18 years of age or older.
- You may be single, married, divorced, widowed, or in a significant long-term partnership.
- Your physical and mental health conditions do not interfere with your ability to provide care for a child.
- You and your family must participate in the home study process, which will be completed by a licensing worker from the agency you are seeking a foster care license from.
- You must pass criminal background checks.
- Your home must comply with standards established by the State of Wisconsin.
- You must complete proper training requirements within specified timelines; training may sometimes require travel.

Kinship Care
Kinship Care is a financial based program to help support a child who lives outside of his or her home with a relative or like-kin caregiver.
For the purposes of this program, a relative is defined as a stepparent, brother, sister, stepbrother, stepsister, first cousin, first cousin once removed, nephew, niece, aunt, uncle or any person of preceding generation as denoted by the prefix of grand, great or greatgreat, whether by blood, marriage, legal adoption, or the spouse of any person named in this subdivision, even if the marriage is terminated by death or divorce, and a parent of a sibling of the child who has legal custody of that sibling AND like-kin, which is defined as an individual who has a significant emotional relationship with a child or the child’s family that is similar to a familial relationship and who has not previously been the child’s licensed foster parent. For an Indian child, like-kin, includes individuals identified by the child’s tribe according to tribal tradition, customs or resolution, code or law.

Safe Haven (Infant Relinquishment) Information
Safe Haven, also known as “infant relinquishment,” allows a parent to leave their newborn in a safe place in certain circumstances with certain individuals.
𝙃𝙤𝙬 𝙙𝙤𝙚𝙨 𝙎𝙖𝙛𝙚 𝙃𝙖𝙫𝙚𝙣 (𝙄𝙣𝙛𝙖𝙣𝙩 𝙍𝙚𝙡𝙞𝙣𝙦𝙪𝙞𝙨𝙝𝙢𝙚𝙣𝙩) 𝙬𝙤𝙧𝙠?
Under Wisconsin law: https://docs.legis.wisconsin.gov/sta…/statutes/48/IV/195/1; a parent can leave their unharmed newborn child under 72 hours old with a:
- Police Officer
- 911 Emergency Medical Staff Person
- Hospital Staff Member
...without fear of legal consequences. If you do not indicate that you will be back for your child this is called “Safe Haven” or “Infant Relinquishment.” You do not have to give your name or address to the professional accepting the baby, unless:
- The baby has been harmed
- You are being forced by someone to give up the baby
- The baby is more than 3 days old
You may be asked if you are willing to fill out a form. This form is NOT required. It will, however, help providers give the best care to your infant now and in the future.
